New construction is picking up in ZIP 10312. The city had already permitted more new-building jobs there by early October 2026 than in all of 2025.

Eltingville is a South Shore neighborhood in ZIP 10312. PropertyShark’s housing-stock table counts 1,661 single-family units and 288 units in two-to-four family buildings, 1,949 in total, with a median year built of 1982. That makes a new house in Eltingville a genuinely different product from most of what is for sale around it.
More than last year. NYC Open Data’s DOB NOW job filings show 73 new-building jobs with a first permit issued in ZIP 10312 in 2026 as of October 7, against 54 in all of 2025. Across Staten Island the count is 346 so far in 2026, against 303 in 2025. These are permitted new-building jobs in the DOB NOW system, not completed homes, and some will take a year or more to finish.
For a buyer, that means more new product will come to market in 10312 through 2027, and more choice usually means more room to negotiate on upgrades, closing credits and the closing date.
PropertyShark reports an Eltingville median sale price of $717,500 for Q2 2026, down 10.9% from $805,000 in Q2 2025, on 14 sales. The median price per square foot rose 17.3% to $610 over the same period. A falling median alongside a rising price per square foot usually means smaller homes sold that quarter, not that values fell, and 14 sales is too small a sample to call a trend.
Redfin uses a much wider Eltingville boundary, counting 91 sales in August 2026 alone, and reports a $767,130 median for the three months ending August 2026, up 6.2%. The two numbers describe different areas and should not be compared directly. A new-construction price should be judged against recent new and nearly new sales on comparable lots, not against either neighborhood median.
New York’s housing merchant implied warranty, General Business Law section 777-a, covers a new home for one year against defects from unskillful construction, two years for plumbing, electrical, heating, cooling and ventilation systems, and six years for material defects. The buyer must give the builder written notice no later than 30 days after the warranty period ends. A contract clause that tries to exclude the warranty is void except as section 777-b allows, which is why builders offer a limited written warranty in its place.
Joseph Ranola is a real estate broker, not an attorney, so the builder’s warranty and the contract rider should be reviewed by your real estate attorney before you sign.
Generally, no. The 485-x program covers new projects with six or more dwelling units, according to NYC HPD, and HPD states the older 421-b program is not available for one- and two-family homes completed after 2011. A new one- or two-family house in Eltingville is assessed on its full value from the start, so budget the real tax bill, not the bill on the house that used to stand on the lot.
Under Zoning Resolution section 23-421, amended December 5, 2024 by City of Yes for Housing Opportunity, one- and two-family homes in R1 through R5A districts are limited to a 25-foot perimeter wall and a 35-foot ridge. Staten Island’s Lower Density Growth Management Area rules still govern curb cuts and driveways, such as one curb cut of up to 10 feet on a lot narrower than 33 feet under section 25-632. Joseph Ranola checks the zoning district and the certificate of occupancy before a buyer commits.
Eltingville is also lightly exposed to flooding: PropertyShark counts 101 of 1,949 residential buildings in a flood zone and 357 in a hurricane evacuation zone.
The builder’s sales agent represents the builder. Joseph Ranola represents the buyer, compares the asking price against real resales, pushes for upgrades and closing credits, and keeps the certificate of occupancy, the warranty and the walkthrough on the calendar. With the Freddie Mac 30-year fixed average at 7.28% for the week of October 1, 2026, a builder rate buydown can be worth more than a price cut. Joseph Ranola serves every neighborhood across Staten Island and Brooklyn, from Tottenville to Williamsburg.
