Does a Staten Island or Brooklyn Building Need a Local Law 152 Gas Piping Inspection Before It Sells?

Which buildings need a Local Law 152 gas piping inspection?

Every building in New York City needs one except one- and two-family homes and other buildings in occupancy group R-3, according to the NYC Department of Buildings. A three-family house, a mixed-use building with stores below apartments, a co-op or a condo building all fall under the law. Inspections must be performed at least once every four years by a licensed master plumber or a qualified person working under one. DOB keeps an address lookup and a spreadsheet of covered properties, both updated July 27, 2026.

Which Brooklyn and Staten Island buildings are due for Local Law 152 in 2026?

Buildings in Brooklyn Community Districts 4, 6, 8, 9 and 16 are due by December 31, 2026, according to DOB’s schedule. The cycle runs by community district: districts 1, 3 and 10 were due in 2024 and are next due in 2028; districts 2, 5, 7, 13 and 18 were due in 2025 and next in 2029; districts 4, 6, 8, 9 and 16 are due in 2026 and next in 2030; and districts 11, 12, 14, 15 and 17 are due in 2027. Staten Island Community Districts 1 and 3 were due in 2024 and are next due in 2028, and Staten Island Community District 2 was due in 2025 and is next due in 2029. No Staten Island district is in the 2026 group.

What happens if the seller never filed the gas piping certification?

The building can carry a $5,000 civil penalty and an open violation, according to DOB. After the inspection, the plumber gives the owner the GPS1 inspection report within 30 days, and the owner must file the certification within 60 days; if repairs were needed, the owner certifies they were made within 120 days, or 180 days with an extension. Since January 2025 DOB has issued notices of deficiency to owners who never filed for the first cycle. Under amendments effective in 2026, clearing a failure-to-file violation requires both paying the penalty and filing the certification, so a buyer should ask for the filing record before contract.

What changed for Local Law 152 inspections in 2026?

Two things changed. Local Law 142 of 2025, effective February 22, 2026, requires the person inspecting under a licensed master plumber to hold a DOB journeyman plumber registration and complete DOB-approved training, and clarified the inspection scope and gas leak detection instruments required. Rule amendments effective January 3, 2026 require DOB to be notified two days before an inspection. Then, since July 27, 2026, all Local Law 152 filings go through DOB NOW: Safety and the paper GPS2 form is no longer used, with a $35 fee per certification, extension or correction.

If you are buying or selling on Staten Island, here is what is different about gas inspections

On Staten Island, Local Law 152 rarely affects a home sale, because most Staten Island homes are one- and two-family houses and are exempt. NYU Furman Center data for 2025 shows 2,272 one-family sales and 872 two-to-four family sales on Staten Island, against only 14 sales of buildings with five or more units. The exceptions are three-family houses, mixed-use buildings on commercial strips like Forest Avenue, Victory Boulevard and Hylan Boulevard, and condo and co-op buildings. For those, no Staten Island district is due until 2028 or 2029, so the question at sale is whether the last cycle was filed.

If you are buying or selling in Brooklyn, here is what is different about gas inspections

In Brooklyn, Local Law 152 is a routine due-diligence item, because a large share of sales are buildings the law covers. NYU Furman Center data for 2025 shows 3,381 two-to-four family sales and 485 sales of five-plus unit buildings in Brooklyn, against 1,614 one-family sales. Every three-family and mixed-use building in that group needs an inspection. In Brooklyn Community Districts 4, 6, 8, 9 and 16, which include Bushwick, Park Slope and Carroll Gardens, Crown Heights and Prospect Heights, South Crown Heights and Prospect Lefferts Gardens, and Brownsville, the current deadline is December 31, 2026. A buyer closing there this fall should know whether the inspection is done, scheduled or about to become the buyer’s problem.
