Red Hook is a waterfront peninsula in ZIP 11231, bounded by the Gowanus Expressway, the Gowanus Canal and New York Harbor. The Department of Finance mails the Notice of Property Value on or about January 15 each year. The NYC Tax Commission must receive your application by March 1 for Tax Class 2 and Class 4 properties and by March 15 for Tax Class 1 properties, and the Tax Commission states that deadlines cannot be extended. Class 1 homeowners, which includes one-, two- and three-family houses, file Form TC108. Owners of Class 2 condo units file Form TC109, and other Class 2 buildings file Form TC101. Factual errors on the notice, such as wrong square footage or unit count, go to the Department of Finance, not the Tax Commission.
Not always, and this is the part most owners miss. For Tax Class 1 homes, New York City taxes the lower of two numbers: 6% of the Department of Finance's market value, or the assessed value after the caps, which limit increases to 6% a year and 20% over five years. If your market value has risen well above your capped assessment, a successful appeal that lowers market value may not change the bill at all, because the capped figure is still the one being taxed. An appeal pays off when the market value is so wrong that 6% of it falls below the capped assessment. Class 2 condo units are valued differently, as if they were income-producing rentals, which is why Red Hook condo owners often see values that do not track sale prices.
