What is NYC ELURP and how does it speed up affordable housing?

NYC just launched a new approval process called ELURP (Expedited Land Use Review Procedure) that cuts affordable housing approvals from 6-9 months down to 90 days. The old system, ULURP, has been in place since 1976 and required community board review, borough president review, City Planning Commission review, and City Council approval – all in sequence. Under ELURP, community board and borough president review happen at the same time for 60 days, then City Planning gets 30 days. City Council review is bypassed entirely. How does ELURP affect housing in Staten Island and Brooklyn?

One of the first two ELURP projects is right here on Staten Island. NYC is acquiring land adjacent to Saw Mill Creek Marsh Park on the West Shore for climate resiliency and conservation. The 175-acre marshlands include critical habitat for shorebirds and rare species, and expanding the park strengthens flood protection for West Shore homes that have experienced significant flooding in past storms. The other project is 351 Powers Avenue in Mott Haven, The Bronx – 84 new affordable homes for low-income New Yorkers including 30 homes for formerly homeless residents. For Brooklyn and all boroughs, more housing supply coming online faster is the only real path to slowing rent increases. What is the BSA Fast-Track for NYC affordable housing?

Alongside ELURP, NYC also launched BSA Fast-Track rules under NYC Charter Section 666-a. This allows publicly funded affordable housing developments to get zoning waivers for bulk, use, or parking requirements directly from the Board of Standards and Appeals without going through ULURP at all. So developers now have two separate fast-track pathways: ELURP for the 90-day expedited review, and BSA Fast-Track to skip ULURP entirely for publicly funded projects.
