370 NYC Homeowners Got Scammed by a Solar Company and the City Is Suing for $20 Million | Daily Tesla News

On January 28, 2026, the New York City Department of Consumer and Worker Protection (DCWP) filed a landmark lawsuit against Radiant Solar and its president and owner, William James Bushell. The city is seeking approximately $18 million in restitution for affected consumers and at least $1.75 million in civil penalties. It is the largest amount New York City has ever sought from a single home improvement contractor, and it is the first time the city has taken legal action against a fraudulent solar panel installation company.

What Radiant Solar Promised NYC Homeowners

Radiant Solar presented itself as a full-service solar panel installation company. The company told homeowners it would install panels and help them obtain federal and state tax incentives. Sales representatives advertised immediate savings on electric bills and implied that homeowners could achieve zero-dollar energy costs. For many New York City homeowners looking to reduce rising utility expenses, the pitch sounded like a genuine opportunity.

But according to the DCWP complaint and reporting by CBS News New York, the reality was far different from what Radiant Solar promised.

How 370 NYC Homeowners Were Scammed

The DCWP investigation found that Radiant Solar signed homeowners up for large loans without disclosing the terms or obtaining informed consent. The company steered customers to preferred lenders, a practice that New York City law explicitly prohibits. Of the $18 million in loans taken out in consumers’ names over the past five years, approximately $3 million consisted of hidden dealer fees that were effectively kickbacks to lenders. Homeowners were never told about these fees.

The company promoted these predatory loans to at least 370 New York City consumers. In dozens of cases, homeowners only discovered the true size of their loans after lenders had already disbursed full payment directly to Radiant Solar. By the time homeowners realized what had happened, the money was gone and the loan obligations were locked in.

Shoddy Installations Left Homes Damaged

After receiving payment, Radiant Solar allegedly provided shoddy, incomplete, or nonexistent installations that left homeowners dealing with leaky roofs, structural instability, and other dangerous conditions. One Brooklyn homeowner reported that her ceiling collapsed after a rainstorm. The company denied responsibility and blamed pre-existing structural issues.

Another homeowner, Lorna Wynter, told CBS News she had no idea she had been signed up for a loan until she received the welcome letter from the lender. After Radiant Solar installed panels on her roof, her electric bill reached $900 in just two months. Rather than the energy savings she was promised, she ended up paying more than ever while also carrying a loan she never knowingly agreed to.

Radiant Solar Disappeared After Complaints Piled Up

When homeowners tried to contact the company about failed installations, broken promises, and mounting bills, Radiant Solar ignored them. The company abandoned its responsibilities to secure the solar tax incentives it had promised, refused to fix defective installations, and stopped responding to complaints entirely. As of early 2026, the company’s website is offline, its phone has been disconnected, and it is unclear whether Radiant Solar is still operating in any capacity.

The DCWP first received complaints about Radiant Solar in December 2021 and launched a formal investigation in August 2024. The resulting lawsuit represents years of documented consumer harm across multiple New York City boroughs.

How to Protect Yourself from Solar Panel Scams in NYC

If someone comes to your door offering solar panels or any type of home improvement work, take these steps before signing anything:

1. Verify the contractor’s license. Check the DCWP website at nyc.gov to confirm the company holds a valid home improvement license in New York City.

2. Read every word of any financing agreement. Never allow a contractor or sales representative to sign you up for a loan on your behalf. If financing is involved, you should receive the documents, review them independently, and understand the full repayment terms before agreeing.

3. Be skeptical of door-to-door sales pitches. Legitimate solar companies do not typically cold-call or knock on doors making promises of zero-dollar electric bills. There is currently no federal door-to-door solar program.

4. Report suspicious contractors. If you believe a home improvement company is engaging in deceptive practices, file a complaint with the DCWP at nyc.gov or call 311.
